I think the that Chaucer wanted to show that even though these people played different roles in society, they all had there owe n stories to tell. Most of all they all had some type of baggage. The Pardoner who was supposed to relieve people of their sin was the biggest sinner himself and he had just accepted it. He basically had no conscious or remorse whatsoever.
